THROUGH STUDY GROUPS

Since NASTEC staff does not comprise of experts in each and every field in Science and Technology, there is a considerable dependence on Consultant scientists. Therefore, Study Groups consisting of Experts/Consultants with prescribed qualifications are appointed to work out matters related to Science and Technology issues. The S & T Act empowers the Commission to appoint Study Groups or Committees as may be necessary for the proper discharge of functions of the Commission. Even such Study Groups have been in operation since the inception of the NASTEC. Study Groups fall into two categories viz. Subjects or issues initiated from discussion and deliberations of the Commission and those matters referred to NASTEC by the Minister of Science and Technology.

 
SYSTEM OF CONSULTATIONS

Section 5 clause (b) of the S & T Development Act No. 11 of 1994 states that Inter alia, one of the functions of the Commission shall be:

"...to submit a report annually, to the Government, reviewing the Science and Technology activities in Sri Lanka in the preceding year, in relation to the objects set out in Section 2 and on the effectiveness of measures for the development of human resources, the performance of science and technology institutions, the effectiveness of public spending on science and technology and the use of science and technology by public sector undertakings"....

This task is being undertaken through a System of Consultations from among Directors of R & D institutions, Senior Scientists Forum and Young Scientists Forum.
